You need to run "dfrg.msc" instead, this in turn will run dfrag.exe.

On every single one of my older computers that had either windows 98, windows 98se, windows ME, and also all of my brothers computers, it seemed like the defrag always restarted However even though it has that limitation it still looks a good solution for networked storage.
